Azerbaijan Technical University (AzTU) is Baku’s best-known engineering and technology university, and one of the state universities that enrolls the largest number of international students. For students who want an engineering, IT, or technology-based business degree at a low tuition level, it is one of the first names that comes up.

It is also a university where reading the fine print matters more than usual. Most of AzTU’s programs are taught in Azerbaijani or Russian, not English. The compulsory language preparation course is taught in Azerbaijani. And there is a genuine question mark over dormitory availability for new students. This guide gives you the complete official tuition schedule, shows exactly which programs are available in English, and tells you plainly what we could and could not verify.
Albatoul Group is an international student recruitment and enrollment consulting agency. We help students choose a university, prepare documents, and complete registration. Always confirm final fees, dates, and language of instruction with the university in writing before you pay.

History and Reputation
The university’s lineage goes back to a technical school established by Soviet decision in November 1920. In 1950 an independent Azerbaijan Polytechnic Institute was set up, and the institution became Azerbaijan Technical University in the early 1990s. Over the decades it has trained engineers for the country’s oil, energy, machine-building, transport, and construction sectors, and it now adds IT, cybersecurity, robotics, and business programs.

AzTU describes its profile as practical education combined with applied research. According to its QS university profile, it houses research institutes in areas such as sustainable development, cybernetics, artificial intelligence, energy research, logistics and transport, defense-industry technologies, and industrial design, and its library holds more than 500,000 books. On the official Study in Azerbaijan portal, the university lists computer laboratories, 3D modeling and robotics equipment, a sports hall, and student clubs ranging from Enactus and a Model UN conference (AzTUMUN) to debate, music, and an IT club.
International profile. The Ministry of Science and Education has named AzTU, together with UNEC and Azerbaijan Medical University, among the universities that host the largest numbers of foreign students in the country.

The Language Question: What Arabic-Speaking and Other International Students Should Know
This is the most important section of this guide.
- The foundation course is in Azerbaijani. Students who do not speak Azerbaijani or Russian will need to complete the 2-semester language preparation course (USD 1,100) before entering most programs.
- Most bachelor’s programs are not in English. Only 9 of 30 bachelor’s programs list English. If you want a bachelor’s degree in English, choose from Computer Engineering, Information Technologies, Information Security, Radio and Telecommunication Engineering, Industrial Engineering, or the business programs (Business Management, Economy, Finance, Management).
- Master’s, MBA, and doctoral levels offer much more English. All MBA and doctoral programs and roughly half of master’s programs include English.
- Ask for it in writing. Before paying anything, ask the university to confirm in writing that your specific program will actually run in English for your intake, with a minimum group size if applicable.
If you can study in Azerbaijani or Russian after a language year, AzTU’s tuition is among the lowest for engineering in the country. If you need an English-only degree from day one, compare AzTU’s English programs with Khazar University and ADA University (see our profiles of both).
Admission Requirements
Requirements follow the general rules for international applicants in Azerbaijan, and each university adds its own. Typical requirements include:
- Secondary school certificate and transcript (for bachelor’s); a recognized bachelor’s degree for master’s; a master’s degree for doctoral study
- Valid passport and passport-style photographs
- Medical certificate as required
- Language evidence: Azerbaijani/Russian through the foundation course, or English proof (such as IELTS or a university test) for English-taught tracks
- Academic documents authenticated by apostille or consular legalization
International applicants generally register through the national admission platform and then complete the university’s own procedures. Confirm AzTU’s current procedure, deadlines, and any entrance test with its International Relations office. Our guide Admission Requirements and Required Documents to Study in Azerbaijan 2026 explains authentication step by step.
Visa and Residence
After admission, international students obtain an education-type visa (typically valid about three months), then a temporary residence permit applied for through the university at least 30 days before the permitted stay expires. Register your place of stay promptly after arrival, and do not let any deadline lapse. Full details are in our guide Azerbaijan Student Visa 2026: Step-by-Step Guide.
Dormitory and Housing: What We Could and Could Not Verify
This is where AzTU needs extra care, because the sources we found disagree.
What we found:
- A government university-rating survey for AzTU lists a dormitory fund of 22,006 m², with 441 rooms, so dormitory buildings exist.
- A Report.az survey of Azerbaijani university dormitories described AzTU’s dormitory as five buildings, four of which were occupied by internally displaced persons (IDPs), with one building mentioned for male students, free of charge.
- The Azerbaijani-language Wikipedia article on AzTU states that the university does not yet have dormitories available to admit students, because the buildings currently house 114 displaced families, and that a decision on renovation or rebuilding will follow once resettlement is complete.
What we could not verify: whether AzTU currently offers dormitory places to new international students for the 2026–2027 intake, at what price, or in what conditions. We could not find a current official AzTU page confirming it.
Our recommendation:
- Do not assume a dormitory place. Ask the AzTU international office in writing: “Do you currently offer dormitory places to international students? In which building, what is the monthly or annual fee, who can apply, and is it guaranteed or on request?”
- Plan for private rental in Baku as the default: shared apartments are common among students, with prices depending on district and whether you share.
- Budget accordingly. Our guide Cost of Studying and Living in Azerbaijan 2026 gives a realistic monthly budget.
- Do not pay accommodation deposits to anyone until the university confirms availability in writing.
We will update this section as soon as we can confirm the current situation from an official AzTU source.
Student Life in Baku
AzTU is located in Baku, the country’s capital, with metro, buses, and taxis, and a large community of international students. The university lists student clubs in areas such as ecology, career entry, psychology, Erasmus, foreign languages, music, sports, debate, an IT club, and a Model UN conference, as well as volunteering and sports festivals. A student exchange program has sent AzTU students abroad, including to Middle East Technical University in Türkiye in 2025/2026.
Who Should Choose AzTU?
A good fit if:
- You want an engineering or technology degree at a low tuition level
- You are willing to complete a year of Azerbaijani (or already speak Russian)
- You are aiming at master’s, MBA, or doctoral study, where English options are broader
- You want a state university with a global ranking presence
Think twice if:
- You need an English-taught bachelor’s in a field that AzTU only offers in Azerbaijani or Russian
- A guaranteed university dormitory is essential to your plan
- You plan to study medicine, which AzTU does not offer (see AMU and Nakhchivan State University)
